Question Is "Simulate Download" option limited for some things?

Hi, sorry 4 my english, i'm italian

I've a strange problem. My project is an SWF that load an external SWF trought loader. My intention is that until external swf desn't fully loaded, his reproduction don't have to start.

This is the code:

But when i execute the file and activate the "simulare download" option (you can do it pressing CTRL+ENTER twice) i see that external swf will execute immediatly without wait that background load is complete..
I notice it because his reproduction is very slow than the original.

Do you confirm that i can't do this kind of proof with "simulate download" option?
