Default line problem

I am new to as3,and want to build myself a website.I draw the bar with menu at the exact size of 21 pixels in hight.Did a printscreen from both flash and web browser.zoomed in photoshop and something is different.
can someone help with that? Thanks

most calculations are 0 based, the same for positioning.

Flash measures from the center of the line, not from the edge of the line.

I set the bar position at integer values.On 22 inch monitor it shows correctly and on a 16.5 inch monitor it shows wrong.
Also when i press fullscreen on the 22 inch monitor that row of pixels shows again.
Can someone help me with that?
