Horizontal bg scroller

Hi i need some help with creating an horizontal scroller that follows the mouse. I'v seen this technique beeing used in many different sites. Here's an example:

(you can see that the background follows the mouse)

and also how to adjust the speed of the motion and how to lock it to horizontal or vertical. If someone has a finished script or an tutorial would be great.
