light flash effect

I have seen from time to time an effect where a dark scren flashs a light which is usually in an oval (some times to a thunder clap) and then text appears after it.

this happens rather fast. any idea how to create that type of light effect, in flash. or do they do it in an other program like photoshop and import it?
