Default inserting frames automatically

Hello. I have been learning Flash for several months now and have a question related to the .fla file.

Is it possible to automatically add blank frames between key frames (without having to add frames via the f5 key)?

When I import a pdf, I can make each page a keyframe, which is fine. I would like to have an additional nine frames between key frames so that my labels can be readable, however. Can this be done without the tediousness of using the f5 key?

I have searched the forum and have not found anything that applies to this. If anyone can provide an answer or point me in the right direction, I would be grateful.
