sound animation

I want to know how to make an sound animation like the one on
project13 (it's the one with the little red dots moving ).

I'm guessing they used a loop in photoshop or maybe actionscript. What's the best way to make the size of the animation as small as possible yet realistic ?

vector graphics. Creat the animation normal size in flash then scale the mc to the size you want. vector imaging doesnt lose quality with scaling as raster (photoshop) does.
