Question flash menu transparent over a static html menu, can it be done?

To ensure I have noticeable menu items (if user does not have flash installed)acting as a menu that, in principle, is part of the background.

I have made a nice little flash menu and would like it to mimic the menu text underneath it. So, transparent flash over a static html menu, can it be done?

you can avoid this whole problem by having some flash detection in a page prior to this. You can do this through your publish settings when publishing an HTML version of your flash page, to detect for flash player, or copy some code from someone like moock and embed that in your HTML page
