Default How to control ScrollPane scrolling speed?

Simple question it seems, but I can't get an answer anywhere. I have a ScrollPane that is loading an external SWF, and I wan't to speed up or increase the amount of lines that are scrolled when using the wheel and the scrollbar buttons. Thanks.

*EDIT*: home_pane.vLineScrollSize = 50;

Another question. On scrollpane's that don't have scrollbars, how can I keep the user from scrolling the content out of view via the scroll wheel? The content will only scroll up or down so far when the scrollbar is present, but when it isn't there (not enough content to need one), I can still use the the wheel and scroll the content out of the bounds of the scrollpane.
